Kosovo Safety & Security Project (KSSP)

Project summary

Safety and security are essential prerequisites for sustainable development and peace. Kosovo has made considerable 
progress - international support, capacity strengthening, and continuous development of law enforcement institutions have 
resulted in improving the safety and security for its population.
KSSP uses a holistic approach to safety and security through the people – process - technology (PPT) methodology whereby 
the balance between people, process, and technology drives 
action.

Goals

KSSP’s objective is to increase public safety and security for all inhabitants through finding local solutions for local problems,
based on successful examples and EU practices in particular.This integrated approach will lead to policies and legislation, 
and implementation mechanisms, in line with international standards and best practices, advanced capacities to prevent 
and deter cybercrime, address potential risk and threats from illegal weapons, firearms conversion and diversion, new 
methods of producing firearms, explosives and handmade explosive devices as well as prevent potential access to them 
by violent extremists. 
 

What do we want to achieve?

KSSP’s objective is to increase public safety and security for all women, men and children in all their diversity through finding local solutions for local problems while also supporting central and local level institutions.

This integrated approach will lead to policies and legislation as well as implementation mechanisms in line with international standards and best practices, increased and further advanced capacities to prevent and deter cybercrime, address potential risk and threats coming from illegal weapons, firearms conversion and diversion, new methods of producing firearms (3D printing, converted gas pistols), explosives and handmade explosive devices as well as prevent potential access to them by violent extremists. 
 

Outputs and Results

Preventing Violent Extremism (PVE)

Workshop on the Handbook Project for Prevention of Radicalisation in Schools in Kosovo 

This project seeks to further build on the results established by the FERM project during 2016 and support the Kosovo stakeholders implementing the Strategy on Prevention of Violent Extremism and Radicalization Leading to Terrorism 2016-2020 and its accompanying action plan. Additionally, the project will support the Kosovo stakeholders to develop an integrated response to protect critical infrastructure.

Expected Results

1. Policies and programmes are based on a profound understanding of the pull and push factors as well as root causes driving vulnerable individuals to radicalization.

2. Community engagement in design and implementation of PVE programmes to reflect the context specificity of violent extremism dynamics, and the inclusion of all actors involved to strengthen local resilience to violent extremism. (For example, the Referral Mechanism being piloted in Gjilan)

3. Harmonized policies and legislation pertaining to critical infrastructure developed and Operator and Security Plans implemented in line with EU legislation.

4. Institutional capacity on protection of critical infrastructure developed and Operational Security Plans implemented in line with legislation.

5. Public awareness, knowledge sharing, and advocacy campaigns aimed at building the resilience of citizens vulnerable to radicalization with gender-lens applied.

Firearms and explosives Risk Mitigation (FERM)

This project seeks to further build on the successes by the FERM project during 2015 and 2016 and support the Kosovo stakeholders during the drafting and implementation of the new Small Arms and Light Weapons (SALW) Strategy in line with the International Small Arms Control Standards and EU related legislation.

Results

• Capacities of Kosovo Police developed on detection and confiscation of firearms, components and ammunition as 
well as the quality of investigations leading to higher conviction;
• Capacities of border entities on detection of firearms, components and ammunition increased (border police and 
customs);
• Enhanced police operations on possession, misuse and trafficking of small arms and light weapons through 
improved information gathering and sharing process;
• Risk profiling based on Common Integrated Risk Analysis Model (CIRAM 2.0) in place;
• Use of advance and specialized equipment for higher detection of trafficking of small arms, light weapons, 
ammunition and explosives at the border crossing points and the green border area;
• Develop human capacities of police officers in Kosovo and Norh Macedonia through the joint cross-border project 
implemented by UNDP Kosovo and UNDP North 
Macedonia;
• Improved people awareness of the dangers of possession and misuse of SALW;
• Improved ballistic examinations at the Kosovo Forensic Agency;
• Improved explosive detection capacities of the Kosovo Police;
• Advancing the Firearms Focal Point intelligence picture 
analysis;
• Increased public safety and security.

Outputs

1. Audits at municipal level used for action planning towards safer community plans.

2. Institutional capacity developed at municipal level to deal with root causes of illegal weapon possession (mainly for self-protection) and radicalization.

3. The reduction of cases of gender-based and domestic violence resulting from weapon possession and radicalization.
