UNDP and KAS sign a Memorandum of Understanding for transfer and publication of Public Pulse data

The United Nations Development Programme (UNDP) in Kosovo and Kosovo Agency of Statistics (KAS) signed today a memorandum of Understanding (MoU) to continue cooperation for the transfer and publication of data collected by UNDP Early Warning System since 2002 and continued by UNDP Public Pulse from 2010 onwards.

The purpose of this memorandum is to improve access to and use of data by Kosovo institutions for policy making as well as by other stakeholders, including academia, non-governmental organisations, and development organisations.

Public Pulse data complements existing data in Kosovo produced by KAS and other entities by providing data collected over the past 10 years on people's perceptions on political, and socio-economic issues, democratisation, satisfaction with central and local institutions, rule of law, functioning of public services, inter-ethnic relations and social tolerance, security issues, environment, etc.

Maria Suokko, Resident Representative, on behalf of UNDP and Ilir T. Berisha, Deputy Chief Executive on behalf of KAS signed the memorandum.

"This MoU is a continuation of very valuable cooperation between UNDP and KAS in sharing data and making them available to Kosovo institutions and other interested parties. Data should be the basis for development planning and policies. UNDP Kosovo in partnership with USAID has been committed to supporting data collection as basis for evidence-based policy making over the past 20 years. The Public Pulse data timeseries complement those collected by KAS and other institutions. Making them available through KAS enhances their visibility and, we hope, the use by Kosovo institutions," said Ms. Suokko on this occasion.

Mr Berisha emphasized that “KAS appreciates the cooperation with UNDP and other international institutions. The signing of this MoU is done to provide a window on the KAS website for the visualization of public pulse data including the presentation of the authorship of this data. Public Pulse data are a measure of the perceptions of the Kosovo residents about the changes in Kosovo, in relation to democratization, economic development, political leadership and other processes”.

Today’s MoU is the second - after the first memorandum with KAS was signed in July 2020, and it provides the basis for the continuation of the transfer and publication of Public Pulse data. Continued partnership and cooperation with the Agency are very important to UNDP, recognizing the key role of KAS as the main institution responsible for the collection of official data in Kosovo.

The project has been ongoing since 2002, first as the Early Warning System and later as Public Pulse and is funded by the United States Agency for International Development (USAID) since the beginning.
