Electronic Information on Legal Aid Services to Help the Poor
Employees of the Kosovo Agency for Free Legal Aid will not need to write by hand anymore all the data received from regional offices and keep volumes of books which both, take up a lot of space and make information hard to find, thanks to the newly functional Legal Aid Information System (LAIS).
The UNDP / Advancing Gender Justice Project (AGJP) funded by the Government of Netherlands (2012-2014) has supported the Agency to establish a central Legal Aid Information System (LAIS), in order to increase the timely availability of qualitative, quantitative, transparent and reliable information on legal aid services in Kosovo. The software application has been uploaded to the Governmental Software Platform of the Ministry of Public Administration.
This component is considered a valuable contribution because it will foster effective planning and coordination across central and regional offices of respective legal aid and access to justice for poor people, and will enable adequate reporting to the local/central and international development community as well as citizens on the lay out and impact of LAA services in general.
The project was implemented between January and April 2013 within the frame of capacity building component of the Legal Aid Agency. The handover took place on 12 June with a presentation of concrete results. They were gathered and reported from the new software application system of more than 1800 cases from the legal aid services that were registered in the due course of application design in order to be able to track and measure immediate results and benefits from the newly installed application.
LAIS is considered as a very comprehensive and advanced tool in terms of efficiency in registering of the legal aid services, reporting in both qualitative and quantitative figures, transparency of performed services, follow-up and monitoring & evaluation of the services provided by Legal Aid Agency and its 13 regional offices in Kosovo to the most marginalized and vulnerable people in Kosovo. All the data now can be timely and accurately generated in just “one click” in the disaggregated format, classified by gender, minority, age, regions and different legal aid categories provided, while previously it took months to carry out the same activity and the possibility for error making was high.
