Promoting Language Rights: Support to the implementation of the Law on Use of Languages
What we want to achieve
One of the laws protecting the rights of non-majority communities in Kosovo* is the Law on Use of Languages. The purpose of the law is to create an environment for all communities to express and preserve their linguistic identity, including the right of non-majority community members to get public services at local and central level in any of the official languages of Kosovo. The UNDP project seeks to increase the capacities of the institutions under the jurisdiction of the Office of the Language Commissioner (part of the Office of the Prime Minister) to monitor and implement the law on use of languages. An essential part of this capacity building effort is mapping of the current situation via interviews, field visits to municipalities and institutions and a survey. The current project will be implemented during year 2014 in partnership with the European Centre for Minority Issues, and is continuation of the previous support by UNDP to the OPM Office of the Language Commissioner.
1. The development and publication of a comprehensive study to monitor and evaluate the implementation of the Law on the Use of Languages through the use of indicators, focusing on the work of the public institutions under the jurisdiction of the OLC
2. Based on the study results, increased capacities of the OLC and the institutions under its jurisdiction to regularly monitor the implementation of the Law on the Use of Languages
