The Minority Media Preparatory Assistance project team of UNDP Kosovo organised a stakeholder roundtable on the minority media at Villa Germia, Pristina, on 19 August. The roundtable discussion is part of an ongoing effort to find the most suitable solution for a Serbian/minority language TV channel which includes Kosovo-wide coverage.
The roundtable was attended by representatives from
the Kosovo-Serb media, the Independent Media Commission, Radio Television
Kosovo, different ministries (including Ministry of Community and Return and Ministry
of Local Governance Administration), the Kosovo Institute for Journalism and
Communication, civil society organisations, international organisations and the
donor community. The roundtable was co-chaired by Maurice Dewulf, UNDP Kosovo
Resident Representative a.i., and Visar Reka, advisor to the Minister of
Community and Return.
During the first part of the roundtable, the results of a public opinion poll on minority media were presented and discussed. The results of the poll include findings on access to information, media habits, and local news preferences for a Kosovo-wide Serbian/minority language TV channel. Key findings of the public opinion poll include:
-Kosovo Serbs receive information on local events mainly through local radio stations, TV stations from Serbia and local TV stations.
-
All communities in Kosovo recognise the need for a Kosovo wide Serbian/minority language TV channel
-85% of Kosovo Serbs and 93% of Kosovo non-Serbian minorities would surely or probably watch a TV station in Serbian and other minority languages which has Kosovo- wide coverage.
-
Kosovo-Albanians (50%) and Kosovo non-Serbian minorities (44%) consider the RTK 2nd channel option as the most suitable solution for a TV station or channel in Serbian and other minority languages.
-Kosovo-Serbs consider an additional public channel (non-RTK) (46%) and/or a network of existing local TV stations (21%) as the most adequate solutions while only 0.2% favour an RTK second channel.
During the second part of the roundtable, two Serbian-language TV-programme initiatives were presented to the audience: Sve je Moguce, produced by the Kosovo Institute for Journalism and Communication, and KosNet Info, a joint programme initiative produced by TV Herc, TV Puls and TV Mir.
The project will continue to facilitate discussions between the stakeholders, with the aim of achieving a consensus on the preferred option for a Kosovo-wide Serbian/minority language TV channel.
