Early Warning System
What is EWS doing:
The Early Warning System will provide valuable information to Kosovo stakeholders through conflict monitoring and prevention system. The Early Warning System will build the capacity for local analysts to foresee potential crisis and advise crisis prevention policies.
How is this being achieved:
The EWS relies on continuous opinion poll surveys in order to provide stakeholders in Kosovo with a systematic and complex conflict monitoring system. A nationally representative opinion poll assures impartial representation of the attitudes of all residents of Kosovo regardless of their ethnicity, age or geographical location. The project will organize Expert Group meetings, in the format of focus groups with some 20 local experts for each polling cycle, where their analysis of presented opinion poll facts will constitute the resulting Early Warning Report.
Why:
The Early Warning Reports provide insight into crises that may threaten the economic, political, and social stability of Kosovo. Likewise, they provide insight into crises threatening peace building investments made by Donor governments.
Who is involved:
The UNDP EWS team will be responsible for the supervision and management of matters related to polling and local experts will be invited to Expert Group meetings. Early Warning Reports are developed through the mutual contribution of local experts, think tanks, government advisers, security institutions, journalist and independent analysts.
Results:
The EWS has conducted 16 opinion polls and published systematic analysis of poll data in 16 Early Warning Reports. These reports have provided insight into crisis threatening current peace and have alerted international and local institutions on worrying trends. The project is an example of UNDPs objective in developing the capacity of local analysts to foresee crisis and conflict.
